Earlier Report Observations

From 2018 to 2019, domestic production of milled rice and broken rice increased modestly, supported by agricultural policies focused on drought resilience for livestock, which indirectly stabilized the rice sector. Production rose from 230.3 thousand tons to 239.8 thousand tons. The market transformed in 2020 when imports began, pushing total volume to 646.6 thousand tons, with production reaching 263.7 thousand tons. This growth continued in 2021 as market volume expanded to 696.5 thousand tons.

A significant expansion occurred in 2022, with market volume jumping to 873.3 thousand tons, fueled by imports surging to 516.1 thousand tons. This increase was facilitated by infrastructure developments, including the inauguration of an industrial park in Perozi Town and the establishment of a new economic corridor linking Afghanistan with Uzbekistan, Kyrgyzstan, and China, which improved trade logistics and reduced costs. Additionally, investment-friendly policies from the Ministry of Industry and Commerce, such as flat corporate tax and minimal tariffs on raw materials, encouraged greater market participation and import activity.

In 2023, the market stabilized at a high level, with volume reaching 896.5 thousand tons. Imports amounted to 534.8 thousand tons, while production was 362.0 thousand tons, reflecting sustained demand and the continued influence of improved trade infrastructure.
