Earlier Report Observations

Between 2018 and 2025, production of milk powder with fat content ≤1.5% in Russia more than doubled from 71.7 thousand tons to 127.5 thousand tons. This growth was supported by consistent regional output from the Volga Federal District and, from 2022 onwards, by import restrictions on products from Eurasian Economic Union countries that encouraged domestic manufacturing. Imports fell from 90.6 thousand tons to 56.4 thousand tons over the same period, while exports rose sharply from 1.0 thousand tons to 18.7 thousand tons, reflecting a structural shift toward self-sufficiency.

Market volume fluctuated during the period, peaking at 177.4 thousand tons in 2019 before declining to 149.1 thousand tons in 2022. The contraction was partly due to the import constraints, while a rebound to 165.2 thousand tons in 2023 was fueled by evolving consumer demand for lactose-free and specialized dairy products, as well as the expansion of online sales. In 2024, tighter competition for raw milk owing to summer heat and reduced cattle numbers, combined with growing consumer interest in high-fat dairy items, contributed to a market volume decrease to 155.2 thousand tons.
