The market for butter, dairy spreads, and milk fats in Russia grew from 388.3 thousand tons in 2018 to 428.5 thousand tons in 2020. This increase was partly driven by the ongoing impact of the food embargo and economic crisis, which boosted sales of spreads as more affordable substitutes for butter. Raw milk shortages constrained butter production, but manufacturers responded by expanding output of spreads with vegetable fats. In 2020, the COVID-19 pandemic affected logistics, yet rising demand for dairy fats from ice cream producers helped sustain market volume.

From 2021 to 2022, butter production jumped significantly, reaching 354.8 thousand tons in 2022, pushing the overall market size to 450.2 thousand tons. This surge was linked to temporary cuts in import duties on butter to offset shortages of dairy fats, alongside growing domestic demand for high-quality products. In 2023, the market stabilized at around 450 thousand tons, despite increased consumer preference for butter and a decline in interest in margarines and spreads. Continued temporary duty relief supported the market, but rising costs for raw milk and finished goods began to exert pressure.

By 2024, the market volume expanded to 459.2 thousand tons, even as butter output edged down slightly. A shortage of dairy fats led to a record 41% increase in retail prices compared to 2022. Temporary import duty reductions were extended through mid‑2025 to partially alleviate the deficit. The cost of raw milk rose by 28.8% by the end of 2024, further influencing prices. In 2025, production remained steady at approximately 360 thousand tons.
