Earlier Report Observations

The Russian whey market volume declined from 116.5 thousand tons in 2018 to 91.9 thousand tons in 2020. This period saw the opening of a new whey protein production plant at the Ichalkovsky cheese factory in 2018, reflecting industry capacity expansion, while the Voronezh dairy plant (Molvest) started producing whey protein concentrate in 2019. However, a sharp 57% drop in whey imports in 2020 significantly contributed to the overall market contraction.

The market continued to decrease, reaching 73.6 thousand tons in 2022, before rebounding to 82.0 thousand tons in 2023. The exit of key foreign suppliers following anti-Russian sanctions in 2022 spurred import substitution and modernization of domestic production. This shift enabled recovery in 2023, supported by technological innovations such as Arla Foods Ingredients' new microparticulation-based whey protein line, which helped boost domestic output.

In 2024, the market volume fell to 76.5 thousand tons, with production at 49.3 thousand tons. For 2025, production is reported at 46.5 thousand tons, indicating a market adjustment after the 2023 increase.

Russian whey exports grew for the third year in a row. In 2021, exports totaled 13 614 tonnes, surging 101.2% year-on-year. Between 2018 and 2021, exports increased by 640.4%, equivalent to an annualized growth rate of 94.9%.

From 2018 to 2021, Kazakhstan, Belarus, and China were the top destinations for Russian whey exports by volume. Kazakhstan accounted for 61.7% of exports, Belarus for 12.4%, and China for 6.4%, together making up 80.5% of total shipments.

Russian whey export revenues rose for the third consecutive year. In 2021, exports were valued at 13 333 thousand US dollars, a sharp increase of 142.8% compared to 2020. Over the 2018-2021 period, export revenues grew by 741.1%, with an average annual growth rate of 103.4%.

Russian whey imports fell for the second year in a row. In 2021, imports amounted to 46 395 tonnes, down 10.5% from the previous year. The peak was in 2019 at 63 208 tonnes, followed by the largest decline of 18.0% in 2020, after a significant increase of 35.4% in 2019.
