The market volume for milk powder with over 1.5% fat in Kyrgyzstan showed notable shifts between 2018 and 2023. Initial growth to 1 445 t in 2019 was supported by the expansion of the domestic dairy sector and increased milk production. However, the market contracted to 1 143 t in 2020 as the COVID-19 pandemic disrupted logistics and demand. A further decline to 1 015 t followed in 2021.

Recovery began in 2022, with the market rising to 1 329 t, partly due to growing consumer interest in specialized dairy products and varying fat content. By 2023, volume reached 1 434 t, bolstered by the emergence of new product segments such as granulated creams.

Regulatory changes took effect in September 2024 with the introduction of mandatory labeling for dairy products, enhancing quality control. In March 2025, the Ministry of Agriculture and Food set minimum export prices for milk powder, while new cattle breeding complexes and farms opened, potentially strengthening the raw material base for future production.

Kyrgyzstan's production of milk powder with a fat content exceeding 1.5% has declined for the second year in a row. In 2021, the country produced 1,134 tonnes, which represents a 1.6% decrease compared to 2020. Over the period from 2018 to 2021, production fell by 2.8%, with an average annual decline of 0.9%. The highest production level was recorded in 2019 at 1,431 tonnes, marking a significant increase of 22.7% from the previous year. However, this was followed by the largest decline of 19.5% in 2020.

In 2021, the country exported 129.6 tonnes, showing a dramatic surge of 699.3% compared to the previous year. From 2019 to 2021, exports grew by an impressive 80,873.1%, with an average annual growth rate of 832.1%.

Between 2018 and 2021, Russia and Kazakhstan were the dominant destinations for Kyrgyzstan's milk powder exports, accounting for 91.6% of the total volume. Russia held a 54.8% share, while Kazakhstan contributed 36.8%, with the remaining volume distributed among other trading partners.
