In-shell walnut production in Bhutan increased from 223.1 thousand tons in 2018 to 256.1 thousand tons in 2019, supported by the Ministry of Agriculture's plans to focus on high-value crops and agricultural mechanization outlined that year. However, output dropped to 219.0 thousand tons in 2020 after revisions to agricultural programs following a mid-term review, and fell further to 178.7 thousand tons in 2021 with the implementation of the Bhutan Agriculture Act and new certification requirements for local producers.

Production continued to decline to 129.4 thousand tons in 2022 as biosecurity and product certification rules were enforced to facilitate market access. By 2023, output stabilized at 129.3 thousand tons, coinciding with the launch of the Foreign Direct Investment Policy 2025 that encouraged new players into the agricultural market and reported growth in industrial licenses. Subsequent policies in 2024-2025 aimed to strengthen the industrial landscape, simplify regulations, and address inflation, shaping the market environment for walnuts.
