However, anti-Russian sanctions in 2022 reduced import flows, and while local manufacturers compensated for some of the shortfall, increased exports and lower imports contributed to the overall market contraction.

In 2023, the market rebounded strongly to 69 457 t. This recovery was fueled by a 28% jump in toilet paper production and a 7.8% rise in napkin and tissue output, underpinned by sustained domestic demand growth of 15.8%. Major producers continued to operate at high utilization rates, consolidating the domestic supply base.
