Earlier Report Observations
The Cuban market for horse, donkey and mule meat showed considerable volatility from 2018 to 2023, with annual production volumes fluctuating between 174 t and 241.5 t. The market operated under a longstanding regulatory framework that generally prohibited the import of fresh meats of animal origin without state authorization, a policy that remained largely unchanged during the early part of the period.
A notable shift occurred in 2021 when production fell to 202 t. This decline followed the implementation of Agreement 9052/2021, which set maximum procurement prices for livestock and regulated the commercialization of meat, measures that likely affected producer economics. The following year, output saw a modest recovery to 206 t. This coincided with significant regulatory updates: authorities permitted the import of vacuum-packed fresh and frozen meats, including from equine species, for non-commercial purposes. Furthermore, the entry of new private players, such as the Cuban-Spanish joint venture Cárnicas Bravo, began introducing vacuum-packed meat products targeted at the convertible currency market.
By 2023, production had decreased to 174 t. Regulatory bodies continued to refine and reiterate the sanitary and packaging requirements for importing vacuum-packed meats during this time, but the overall production trend for these specific meat types remained on a downward trajectory across the full six-year span.
