The fungicides market in Russia expanded significantly from 43.7 thousand tons in 2018 to 60.4 thousand tons in 2021. This growth was primarily driven by production localization measures introduced in 2018, which stimulated domestic output of crop protection products. Concurrent intensification of agricultural practices and increased cultivation areas further supported market expansion, with fungicides' share of the total pesticides market reaching 12.4% by 2021 alongside a 14.4% rise in overall pesticide production.

Market volume contracted to 50.9 thousand tons in 2022, influenced by the exit of two major international players, Corteva and FMC, from the Russian market and the implementation of import quotas for finished formulations. These shifts reduced import availability and temporarily constrained supply. A recovery to 57.3 thousand tons followed in 2023, supported by the rollout of the federal traceability system FGIS 'Saturn', which enhanced control over pesticide circulation.

The market volume decreased again to 50.7 thousand tons in 2024. Production of fungicides in 2025 amounted to 39.2 thousand tons.

Russia's fungicide production has been growing for three consecutive years. In 2021, the country produced 38 830 tonnes of fungicides, marking an 18.8% increase compared to the previous year. From 2018 to 2021, production rose by 74%, which translates to an average annual growth rate of 20.3%.

Following a two-year decline, Russia's fungicide exports rebounded in 2021. Exports reached 3 496 tonnes, showing a significant year-over-year increase of 48.5%. Over the period from 2018 to 2021, exports grew by 39.9%, with an average annual rate of 11.9%. The lowest export volume was recorded in 2020 at 2 355 tonnes, while the largest decline occurred in 2019, dropping by 3.5%.

From 2018 to 2021, Kazakhstan, Belarus, and Ukraine were the key destinations for Russia's fungicide exports in volume terms. Kazakhstan accounted for 43.9% of exports, Belarus for 22.6%, and Ukraine for 6.4%. Together, these three countries represented 73.0% of total export flows.

After a two-year decrease, Russia's fungicide exports in value terms saw a notable increase in 2021. Exports amounted to 41.9 million US dollars, reflecting a sharp rise of 60.5% compared to the previous year. Between 2018 and 2021, export value grew by 33.3%, averaging an annual growth rate of 10.1%. The lowest value was recorded in 2020 at 26.1 million US dollars, with the largest decline occurring in 2019 at 12.2%.

During 2018–2021, Kazakhstan, Belarus, and Moldova were the primary destinations for Russia's fungicide exports in value terms. Kazakhstan held a 43.8% share, Belarus 21.1%, and Moldova 5.9%. Collectively, these three countries accounted for 70.8% of total export value.

Imports fungicides to Russia

In 2021, Russia's fungicide imports stood at 23 919 tonnes, showing a slight decrease of 1.6% from 2020. Over the 2018–2021 period, imports increased by 8.3%, with an average annual growth rate of 2.7%. The lowest import volume was in 2019 at 18 925 tonnes, while the highest was in 2020 at 24 319 tonnes. The largest decline occurred in 2019, falling by 14.3%, and the largest increase was in 2020, rising by 28.5%.

From 2018 to 2021, France, Germany, and Spain were the leading sources of fungicide imports to Russia in volume terms. France contributed 20.9% of imports, Germany 19.2%, and Spain 18.0%. Together, these three countries made up 58.0% of total import flows.

Russia's fungicide imports in value terms have increased for the second year in a row. In 2021, imports reached 271.7 million US dollars, indicating a modest year-over-year rise of 1.8%. Between 2018 and 2021, import value grew by 4.5%, averaging an annual rate of 1.5%. The lowest value was recorded in 2019 at 213.6 million US dollars, with the largest decline that year at 17.9%. The largest increase occurred in 2020, up by 24.9%.

Over the 2018–2021 period, France, Germany, and Spain were the main suppliers of fungicides to Russia in value terms. France accounted for 24.3% of imports, Germany for 22.3%, and Spain for 17.7%. Combined, these three countries represented 64.4% of total import value.
