The Russian herbicides market began the period at 104 thousand tonnes in 2018. The introduction of five-year anti-dumping duties on imports from the EU raised prices for foreign products and cut supplies of active substances from China, encouraging local manufacturing. This was supported by the opening of a major domestic research and development center and the strengthened position of state-owned producers. In 2019, logistical constraints and early sanctions further reduced imports, while expanded crop acreage boosted demand. The market grew to 119 thousand tonnes in 2020 as COVID-19 pandemic disruptions temporarily hampered supply chains, allowing Russian manufacturers to capture market share.

Growth accelerated from 2021 onward, with the market reaching 130 thousand tonnes that year. Amendments to the law on pesticide safety, effective July 2021, tightened labeling and packaging requirements. A pivotal shift occurred in 2022 when anti-dumping duties were fully enforced and international players Corteva and FMC exited Russia. This spurred import substitution, with domestic production jumping and the local product share rising to 55%. The launch of the Saturn tracking system for pesticide circulation added a new layer of control. By 2023, the earlier shortage of active ingredients had eased, production continued to expand, and the market size peaked at 179 thousand tonnes.

In 2024, the market adjusted to 173 thousand tonnes while production remained high. A series of federal laws introduced new labeling, public information, and data publication rules for plant protection products. The national project to develop small and medium-sized enterprises in agrochemistry aimed to foster smaller producers. For 2025, the planned launch of a new research center for bioprotection and the development of new bioherbicide segments indicate ongoing market evolution and diversification.

The data shows irregular changes, pointing to a volatile market environment. In 2019, exports hit their lowest point at 10 518 tons, with the largest decline that year at 8.8%. The following year, 2020, saw the biggest increase at 76.0%. By 2021, Russia's herbicide exports reached 18 738 tons, a slight uptick of 1.2% from the previous year. Russia's herbicide export value has increased for the second consecutive year. In 2021, exports amounted to 128.9 million US dollars, showing a robust 12.2% rise from 2020. The lowest value was recorded in 2019 at 83.7 million US dollars, with the largest decline that year at 17.4%. In 2020, exports saw the biggest increase at 37.3%. Overall, from 2018 to 2021, exports grew by 27.2%, equating to an annualized rate of 8.3%.
