Production of coniferous wood fuel in the CIS peaked in 2018 at 23 272 thousand cubic meters, supported by active state-owned companies in the forestry and energy sectors, the entry of new players including regional pellet and briquette producers, and significant investments in large production facilities, particularly in Russia and Belarus. This high level was also reinforced by policy support for bioenergy, including subsidies and tax incentives, alongside shifting consumer preferences toward renewable energy sources. However, output began to decline the following year due to tighter distribution and sales regulations, including stricter quality and origin controls, coupled with the influence of global factors such as energy price volatility and trade restrictions.

The market contraction accelerated in 2020, when the COVID-19 pandemic caused temporary disruptions in wood fuel supply chains, directly affecting production and distribution. A gradual decline continued through 2021 and 2022, though at a slower pace. This moderation was linked to post-pandemic recovery efforts, including simplified certification procedures and additional subsidies for producers, as well as rising demand for wood fuel spurred by increasing prices for conventional energy carriers. Despite these factors, production fell to 16 350 thousand cubic meters in 2023, marking a significant drop for which specific annual drivers were not highlighted in the available sources.

Coniferous wood fuel production in the CIS has declined for the second year in a row. In 2020, production reached 19 560 K m³, marking a 6.4% decrease compared to the previous year. Looking at the period from 2017 to 2020, overall production fell by 2.4%, which translates to an average annual decline of 0.8%. The highest production level was observed in 2018 at 23 272 K m³.
