The Bolivian fresh grape market expanded from 24 785 t in 2018 to 25 963 t in 2019, driven by state-led initiatives. The public company EMAPA, established in 2007, supported the grape production chain, while the implementation of Ley Nº 774 provided a regulatory framework with designation of origin and promotion for the grape and derivatives complex. Additionally, the fusion of three state-owned enterprises aimed to consolidate the production and industrialization chain, improving efficiency for grape producers.

Market volume contracted to 24 659 t in 2020 as border closures disrupted access to imported inputs and unfair competition from wine imports affected the grape value chain. A sharp rebound followed in 2021, with volume reaching 29 383 t, linked to increased wine consumption in Bolivia which shifted grape usage—more fruit was directed to winemaking, boosting overall demand for grapes.

Subsequently, the market declined to 27 859 t in 2022 and 23 259 t in 2023. During this period, regulatory measures such as the modification of Article 6 of Law No. 1391, which facilitated imports of viticultural machinery, and Supreme Decree No. 4878, strengthening agricultural support programs, were implemented alongside falling import levels.
