The fresh grape market in Azerbaijan expanded from 165 thousand tons in 2018 to 202 thousand tons in 2020, driven primarily by state support for viticulture. In 2018, the introduction of subsidies for fertilizers and diesel fuel lowered production costs. The following year, amended subsidy rules and the establishment of the Shamakhi Grape Sapling Center improved access to quality planting material, directly boosting domestic output and market volume.

Market volume stabilized around 200 thousand tons in 2021-2022. By 2022, a sharp 2-3 fold increase in input prices for fuel and fertilizers raised the debt burden for growers, constraining faster expansion. However, continued sapling subsidies and enhanced state monitoring against price manipulation and monopolies helped the market maintain a slight growth to 201 thousand tons in 2022.

In 2023, the market grew significantly to 215 thousand tons, a 7% increase year-on-year. This jump was supported by ongoing state stimulation programs, including planned implementation of modern irrigation systems and planting subsidies, which encouraged further production expansion.
