Between 2018 and 2023, the forage products market in Morocco experienced fluctuations largely tied to climatic conditions and state-led agricultural policies. The market volume reached 75,287 t in 2018, supported by long-standing government encouragement and the Plan Maroc Vert, which promoted irrigation and agricultural development. A drought began impacting availability in 2019, contributing to a market contraction to 71,629 t. Persistent drought in 2020 drove up feed prices and increased reliance on imports, temporarily boosting the market to 75,110 t. From 2021 onward, the market gradually declined to 70,983 t by 2023, as adaptation measures like the introduction of drought-resistant crops such as panicum and the adoption of hydroponic forage systems helped stabilize domestic production and reduce import dependency.

State support remained central, with the Regional Agricultural Development Offices (ORMVA) playing a key role in irrigated forage production. Subsidies for forage seeds and complementary irrigation programs were expanded, notably in 2022 when over 500,000 breeders benefited from subsidized fodder distribution. The launch of the 2024/2025 agricultural campaign emphasizes continued efforts, planning 545,900 ha for forage crops and promoting diversified species with certified, subsidized seeds to enhance sector resilience.
