Morocco's production of primary sugar crops fell significantly from 4.3 million tons in 2018 to 1.9 million tons in 2023, with only a temporary increase to 4.4 million tons in 2020. Successive drought episodes severely impacted crop yields, leading to the sharp decline observed from 2021 onward.

In response, the dominant processor COSUMAR invested in new facilities and organizational improvements to secure supply. State-backed measures included raising purchase prices for sugar beet and cane in 2023 and expanding drip irrigation to optimize input costs and support farmers.

The sector focused on recovery with the launch of the ambitious 2024/2025 sugar campaign targeting 45 000 hectares and the commissioning of COSUMAR's new 500 000-ton per year refinery in Sidi Bennour, aimed at strengthening domestic production capacity.
