Sugar beet production in Morocco experienced a sustained decline from 3.7 million tons in 2018 to 1.5 million tons in 2023. The primary driver was recurring water stress, noted in 2019, which evolved into persistent drought conditions that severely reduced yields despite continued agricultural support. This climatic pressure outweighed the effect of expanded irrigation infrastructure and technical monitoring programs.

Government intervention intensified throughout the period to counteract the downturn. Purchase prices for farmers were raised progressively from 550 dirhams per ton in 2019 to 630 dirhams by 2024, coupled with direct subsidies of 80 dirhams per ton for beet growers. The state-backed Plan Maroc Vert and subsequent contracts-programmes aimed at mechanization and financial aid for upstream agriculture, involving approximately 80,000 farmers. Major processor Cosumar played a central role as a national aggregator, consolidating sector organization and contributing significantly to national output.

The area dedicated to sugar beet cultivation showed variable trends, with reported expansions to 23,000 hectares by 2023. However, these increased plantings failed to translate into higher production volumes due to the overwhelming impact of low water availability on crop performance. The sector's heavy reliance on controlled irrigation in perimeters like Tadla and Doukkala proved insufficient to buffer against the acute hydrological deficit.
