Earlier Report Observations

The market volume for concentrated milk and cream in Ukraine declined from 54 372 t in 2018 to 32 504 t in 2023, a 40% drop over the period. The sharpest contraction occurred in 2022, when the market shrank by 30% to 35 754 t.

In 2019, market volume fell by 11% to 48 440 t. This decrease coincided with the introduction of new mandatory safety and quality requirements for dairy products, enacted by the Ministry of Agrarian Policy in March 2019. The new regulations likely required producers to adapt their processes, temporarily reducing output. The market continued to decline in 2020, slipping a further 5% to 46 105 t. A rebound of 11% followed in 2021, lifting volume to 50 993 t, before the severe drop in 2022.

By 2023, the market volume stabilized at 32 504 t, down 9% from 2022. In 2024, further amendments to dairy safety requirements were approved, and the ongoing war continued to affect supply chains and production costs.
