The Ukrainian market for concentrated or sweetened milk and cream began the period at 198 thousand tons in 2018. It then contracted over the next two years, reaching 176 thousand tons by 2020. This decline was influenced by the introduction of new mandatory safety and quality requirements for milk in 2019, which required producers to adapt their processes. Further pressure came in 2020 from supply chain disruptions caused by the COVID-19 pandemic. The market rebounded to 194 thousand tons in 2021, supported by significant investments into new production facilities, such as the 'European Cheese Plant' project, which expanded output capacity.

A sharp contraction followed, with the market volume falling to 112 thousand tons in 2022 and then to 107 thousand tons in 2023. This downturn coincided with the implementation of major regulatory changes, including updated safety and quality rules under Order No. 595 and the introduction of new packaging and labeling requirements via Order No. 2033. These regulations mandated a transition period for industry operators, creating substantial operational adjustments. Despite the overall volume decline, 2023 saw the emergence of new product segments, such as concentrated dairy products with added sweeteners, indicating continued innovation within the sector.

The sharpest decline occurred in 2018 at 28.6%, while the largest increase was in 2019 at 19.8%.
