Between 2018 and 2021, the market volume for concentrated sweetened milk and cream in Ukraine fluctuated, starting at 10.6 thousand tons in 2018 and reaching a peak of 12.3 thousand tons in 2021. The underlying trend was influenced by a shrinking raw milk base, as the national cattle herd had been declining for several years, and production costs were rising. From 2022 onward, the market contracted sharply, falling to 8.4 thousand tons in 2022 and then to 6.1 thousand tons in 2023. The Russian invasion of Ukraine severely disrupted dairy farming, processing, and logistics, leading to a steep drop in production and imports. Concurrently, the ongoing reduction in cattle numbers and elevated milk production costs continued to limit supply. By 2024, the sector was adapting through technological innovations and responding to growing consumer interest in natural and organic dairy products, though the conflict remained a dominant constraint.

However, over the 2017-2020 period, exports fell by 47.2%, with an average annual decline of 19.2%. The lowest volume was recorded in 2019 at 7 146 tonnes, while the largest drop occurred in 2018 with a 44.1% decrease.

From 2017 to 2020, Turkmenistan, Georgia, and Armenia were the leading destinations for Ukraine's exports of concentrated sweetened milk and cream in volume terms. Turkmenistan accounted for 30.8% of exports, Georgia for 12.1%, and Armenia for 8.5%, together making up 51.4% of total export flows.

The lowest value was recorded in 2018 at 9 281 thousand US dollars, which also saw the largest drop of 42.8%.
