Earlier Report Observations

From 2018 to 2021, the coffee market volume in the Philippines declined from 102 thousand tons to 81 thousand tons. This contraction was primarily driven by a sustained drop in imports, which began after the implementation of Safeguard Measures (SSG) duties on certain imported coffee products in 2018. Domestic production remained relatively stable but constrained by persistent challenges such as low yields from aging coffee trees and inadequate farm management, limiting its ability to offset the import reduction.

A reversal began in 2022, with market volume growing to 84 thousand tons and further to 89 thousand tons in 2023. This rebound was fueled by a sharp increase in coffee imports to compensate for the ongoing shortfall in local production. Rising consumer demand, particularly for premium and specialty coffee for home brewing, supported market expansion. The period also saw intensified competition with the entry and scaling of new local players like PICKUP COFFEE and ZUS Coffee, alongside the growing nationwide presence of major retail brands.

Government policy shaped the market throughout the period, notably through the Philippine Coffee Industry Roadmap aiming to boost production and the legislative move to institutionalize a national coffee development program. In 2024, further structural efforts were made with the creation of the Coffee Industry Development Office (CIDO) to centralize support, while the competitive landscape intensified with the entry of the Indonesian brand Kopi Kenangan.
