The market for cocoa powder and cake in Ukraine began the period at 19 055 tons in 2018, then entered a phase of gradual contraction, falling to 16 774 tons by 2020. A rebound occurred in 2021, with consumption rising to 18 860 tons, supported by a recovery in domestic production to 4 623 tons.
A sharp market contraction to 14 478 tons followed in 2022. This decline was primarily driven by a global spike in cocoa bean prices, which doubled in the first half of the year. Adverse weather conditions, including drought and irregular rains in key producing nations Ghana and Côte d'Ivoar, severely impacted harvests and global supply. Concurrently, government price control policies in those countries and the dominant role of major international traders further constrained availability and increased costs for Ukrainian importers and manufacturers.
In 2023, the market volume recovered to 16 381 tons despite continuing global supply shortages and high cocoa prices. This growth was underpinned by a significant increase in domestic production, which reached 5 181 tons, its highest level in the observed period.

Ukraine's cocoa powder and cake production declined for the second year in a row. In 2020, the country produced 3 396 tonnes, marking a modest decrease of 5.7% compared to 2019. Looking at the period from 2017 to 2020, production grew by 6.7% overall, with an average annual growth rate of 2.2%. The highest production level was recorded in 2018 at 4 509 tonnes, which represented a significant increase of 41.7% from the previous year. However, in 2019, production saw its largest decline of 20.2%.
