From 2018 to 2021, the coal market in ECOWAS experienced fluctuations, starting at 4.5 million tonnes in 2018, edging up to 4.6 million tonnes in 2019, then declining to 4.1 million tonnes in 2020 before a modest recovery to 4.2 million tonnes in 2021.

In 2022, market volume surged by 16.8% to reach 4.9 million tonnes. This sharp increase was propelled by the global energy crisis following Russia’s invasion of Ukraine, which boosted worldwide demand for thermal coal in power generation. Additionally, Indonesia’s export ban in early 2022 pushed international coal prices to record highs, incentivizing higher production within the ECOWAS region.

ECOWAS coal production declined after two years of growth. In 2020, the region produced 2,598 thousand tons of coal, marking a significant 11.9% decrease from 2019. Over the 2017-2020 period, production increased by 2.6%, with an average annual growth rate of 0.9%. The peak was reached in 2019 at 2,949 thousand tons, while the largest year-on-year increase occurred in 2018 at 15.1%.

Over the 2017-2020 period, imports increased by 19.1%, equivalent to an average annual growth rate of 6.0%. The peak import volume was recorded in 2019 at 1,650 thousand tons, while the largest year-on-year increase occurred in 2018 at 29.1%.

From 2017 to 2020, South Africa (45.4% of physical imports), Russia (19.8%), and the United States (15.3%) consistently dominated ECOWAS coal imports, together accounting for 80.5% of total import flows.
