The U.S. coal market entered the period at 713.2 million metric tons in 2018, already under pressure from utilities switching to cheaper natural gas and increasing renewable energy adoption, a trend reinforced by tightening environmental regulations. This decline continued through 2019 as climate policies and sustained consumer preference for cleaner energy sources reduced domestic consumption. The market then contracted sharply to 496.5 million metric tons in 2020, primarily due to the collapse in energy demand caused by the COVID-19 pandemic and associated economic slowdown.

A partial recovery began in 2021, with the market volume rising to 535.3 million metric tons. Growth accelerated in 2022, reaching 553.4 million metric tons, driven by a sudden shift in energy economics. Soaring natural gas prices and supply disruptions following Russia's invasion of Ukraine created a short-term need for coal, prompting some idled power plants to resume operations and supporting higher production levels.

Throughout this period, the industry consolidated, exemplified by the merger of ANR Inc. and Contura Energy in 2018 and the latter's rebranding to Alpha Metallurgical Resources in 2021. While domestic consumption remained on a downward path, export demand provided a counterbalance, rising to its highest levels since 2018 by 2023, fueled by strong Asian imports. The regulatory landscape continued to evolve, with the EPA finalizing stringent new climate rules in 2024 that mandated deep carbon emissions cuts for remaining coal-fired power plants.
