Earlier Report Observations

From 2018 to 2019, beef and buffalo meat production in Madagascar increased slightly from 37 005 t to 37 410 t, despite a sharp spike in beef prices that typically pressures local consumption. The suspension of meat and live cattle exports from 2019 onward did not prevent this growth. However, production dropped significantly to 31 358 t in 2020.

In 2021, production fell further to 26 680 t, driven by a shortage of zebu meat on the market due to social tensions, including a veterinarians' strike that disrupted supply. The decline continued in 2022 to 23 943 t, even as authorities prepared to resume beef and small ruminant carcass exports by establishing an international-standard slaughterhouse, supported by the International Finance Corporation and the Ministry of Livestock, alongside pilot projects to improve breeds and rebuild herds.

Production rebounded sharply to 31 953 t in 2023, coinciding with controversial government plans to restart beef exports, which included mandatory traceability systems, and private-sector initiatives like the BOVIMA project backed by the World Bank to diversify livestock farming and target regional markets. By 2024, factors pointed to persistent price rises and meat scarcity at slaughterhouses, with consumers shifting to beef as poultry prices also increased, though full-year production data for 2024 was not available.
