From 2018 to 2022, Madagascar's sheep and goat meat production grew steadily from 9 336 t to 11 702 t. This expansion was supported by sector development initiatives like the BOVIMA project aimed at boosting the goat and cattle sectors, alongside investments from the International Finance Corporation and the Ministry of Livestock in breed improvement, animal health, and herd reconstruction. Preparations to resume exports, including the construction of an international-standard slaughterhouse, created additional incentives for producers to increase output.

The COVID-19 pandemic in 2020 temporarily slowed export activities, but concurrent development of animal forage production helped sustain livestock farming. Continued efforts to enhance animal traceability and the export supply chain contributed to a significant production jump in 2021. By 2022, pilot projects for small ruminant carcass exports and broader industry collaboration pushed production to its peak. In 2023, output declined to 11 096 t, a year when consumer prices for beef, pork, and poultry rose sharply, potentially shifting demand, and online sales channels for meat expanded. Market volume followed a similar trajectory, rising from 9 336 t in 2018 to 11 550 t in 2022 before settling at 11 052 t in 2023.
