Earlier Report Observations

State support for horticulture, including subsidies and preferential lending, stimulated the development of apple orchards in Kazakhstan. This led to an expansion of planted areas and the introduction of modern agrotechnologies, which helped raise production from 222.5 thousand metric tons in 2018 to a peak of 267.9 thousand metric tons in 2022. In 2020, despite the COVID-19 pandemic, production jumped by 20% as new plantings began to bear fruit.

Apple imports remained significant to meet domestic demand, peaking at 148.5 thousand metric tons in 2019. However, logistical disruptions from COVID-19 reduced imports to 106.8 thousand metric tons in 2020. Exports grew from 3.5 thousand metric tons in 2018 to 17.1 thousand metric tons in 2019, aided by improved agrotechnologies and market access. By 2023, exports surged to 35.8 thousand metric tons, mainly to Russia and Uzbekistan, while imports rose to 97.6 thousand metric tons. Combined with a dip in domestic production, this contributed to a decrease in total market volume to 313.3 thousand metric tons in 2023.

In response to a 58% increase in apple imports during the first seven months of 2024, the Kazakh government imposed a temporary ban on road imports from third countries until the end of 2024. This measure, approved by the Interdepartmental Commission on Foreign Trade Policy, aimed to protect domestic growers facing sales difficulties due to parallel imports.
