Production of xylenes in Russia declined from 598.8 thousand tons in 2018 to 370 thousand tons in 2025, with fluctuations along the way. The initial drop in 2018-2019 was driven by broader economic and industry-specific headwinds, coupled with a 19.6% decrease in producer prices between 2017 and 2020 that reduced investment incentive. Output recovered in 2020 despite the price pressure, partly because the COVID-19 pandemic altered supply chains and demand patterns. However, from 2021 onward, Western sanctions severely restricted access to imported raw materials and equipment, hampering capacity expansion and leading to further production cuts in 2022 and a stabilization in 2023.

Despite falling production, the domestic market volume grew from 267 thousand tons in 2019 to 413.3 thousand tons in 2024. This growth was primarily due to a dramatic contraction in exports, which fell from 287.9 thousand tons in 2018 to just 33.9 thousand tons in 2024, as sanctions disrupted traditional trade routes and limited foreign sales. The sanctions also affected import volumes, though they remained marginal except for a temporary spike in 2021. Regionally, production shifted toward the Volga Federal District, which accounted for about 40% of output, while the Siberian Federal District remained a key producing area.

Producer prices rose to 70 054.9 rubles per ton in December 2024, reflecting higher input costs, yet production increased slightly that year to 447.4 thousand tons. The overall production trend between 2017 and 2024 showed an average annual decline of 10.7%.
