A sharp downturn occurred in 2022 when production fell to 845.6 thousand tons and market volume dropped to 844.2 thousand tons. This decline was primarily caused by sanctions and geopolitical events that disrupted supply chains and trade flows, coupled with a 33.9% decrease in producer prices in August 2022. While imports from China reached record levels, the overall market contracted significantly.
Production stabilized at 824.6 thousand tons in 2023, supported by further growth in government B2G purchases exceeding 560 million rubles. By 2024, output recovered to 907.2 thousand tons due to continued development of production capacities in the Volga Federal District and increased domestic manufacturing. However, production decreased to 750.8 thousand tons in 2025.
