Earlier Report Observations

The Italian wine market began the period with a volume of 3.3 million tons in 2018, a year that saw the implementation of EU Regulation 848/2018 establishing new production and labeling rules for organic wines. Market volume then fell sharply to 2.6 million tons in 2019, a decline that occurred alongside recognized market turbulence which led authorities to extend vineyard authorization deadlines for affected regions. A recovery to 2.9 million tons followed in 2020, facilitated by a temporary derogation allowing fermentation outside the standard harvest period to help producers manage COVID-19 supply chain disruptions.

Regulatory evolution continued with the consolidation of national rules under the new Wine Unified Text in 2021, a year when market volume edged down to 2.7 million tons. The mandatory introduction of a digital vineyard register for all operators in February 2022 bolstered traceability and coincided with market growth to 3.0 million tons. However, volume plummeted to 1.9 million tons in 2023 amid persistent market disturbances, even as a regulatory derogation was enacted to accommodate dealcoholization processes, responding to shifting consumer interest in lower-alcohol wines.
