After stable production around 11 200 t in 2018-2019, the Ukrainian wheat starch market volume declined to 10 575 t in 2020. During this period, the global trend towards gluten-free products began influencing consumer preferences, supporting demand for starch as an alternative ingredient.

The market recovered strongly to 13 092 t in 2021, a growth supported by increased imports of wheat flour, which indicated a saturated domestic market and stimulated processing activity. However, market volume fell again to 10 455 t in 2022.

In 2023, the market rose to 10 832 t. This coincided with growing flour exports and Ukrainian producers' access to the EU market, creating new opportunities for wheat processing and starch production.

Over the period from 2017 to 2020, production fell by 19.6%, which translates to an average annual decrease of 7.0%. The most significant drop occurred in 2018, at 11.2%, while the largest increase was a modest 0.5% in 2019.

According to the marketing report, Ukraine did not export any wheat starch between 2017 and 2020.

The market exhibited volatility during the observed period. Imports reached their lowest point in 2017 and peaked in 2018, with a threefold fluctuation between these years. In 2020, Ukraine imported 481 tonnes of wheat starch, down 53.3% from the previous year. The maximum volume was recorded in 2018 at 1 201 tonnes, which also saw the largest increase of 201.8%.

From 2017 to 2020, Russia, France, and the Netherlands were the core sources of wheat starch imports in kind for Ukraine. Russia accounted for 41.9% of imports, France for 32.8%, and the Netherlands for 16.6%, together making up 91.3% of total import flows.

Market performance showed noticeable fluctuations during this period. Import volumes were at their lowest in 2017 and peaked in 2018, with a top-to-bottom ratio of 2.2 times. In 2020, Ukraine's wheat starch imports amounted to 338.6 thousand US dollars, representing an abrupt decrease of 37.4% compared to the previous year. The maximum value was recorded in 2018 at 559.5 thousand US dollars, which also saw the largest increase of 115.1%.
