A significant rise to 392 thousand tons in 2022 was driven by the introduction of high export duties on grain, which stimulated domestic wheat processing and increased demand for groats as raw material for flour production. The launch of new milling facilities, such as Grain Ingredient and agro-holding Steppe, expanded production capacity, supporting the growth.

In 2023, the market volume fell by 13.5% to 340 thousand tons due to declining consumer demand for traditional wheat groats in favor of rice, buckwheat, and oatmeal. By 2024, the market stabilized at 335 thousand tons, aided by lower retail prices resulting from record wheat harvests in previous years. Production in 2025 reached 329 thousand tons, reflecting the industry's adaptation to changing preferences and preparations for mandatory product labeling scheduled for December 2026.

From 2018 to 2021, Kazakhstan, Uzbekistan, and Belarus were the primary markets for Russia's wheat groats and meal exports in volume terms. Kazakhstan accounted for 20.5% of exports, Uzbekistan for 16.6%, and Belarus for 14.8%. Together, these three countries made up 51.9% of total export flows.
