Earlier Report Observations

Between 2018 and 2021, the market volume for potato flour, flakes, granules and pellets in Russia grew from 28 413 tons to 44 643 tons. This expansion was primarily driven by a rising output of flour from vegetables, including potato-based products, fueled by growing consumer interest in non-traditional and specialized flours. Increasing wheat and wheat flour prices made potato-derived alternatives more attractive, while the COVID-19 pandemic in 2020 shifted consumption patterns and boosted demand for home-baking ingredients.

The market contracted to 42 144 tons in 2023, influenced by international sanctions that disrupted logistics and supply chains, coupled with a record wheat harvest and lower global wheat prices which reduced the cost advantage of potato flour. However, state support for potato farming, including funding of around 5 billion rubles, helped the industry adapt. By 2024, the market volume stabilized at 42 562 tons, supported by continued growth in production of specialized flours and preparations for the mandatory labeling of flour and cereals starting in 2026.

In 2025, production of potato flour and related products reached 44 390 tons. The market continues to develop with a focus on specialized products, underpinned by the implementation of new food safety standards and the upcoming expansion of the 'Honest MARK' labeling system to flour and cereals from December 2026, enhancing market control and transparency.

Russia's exports of potato flour, flakes, granules, and pellets fell for the second year in a row. In 2021, exports reached 2 866 tonnes, representing a sharp drop of 66.6% compared to the previous year. From 2018 to 2021, Russia's export structure in volume terms was diversified, with no single country holding a clearly dominant position. Belarus accounted for 18.2% of exports, Chile for 13.8%, and Uruguay for 9.0%, together making up 41.0% of total flows.

Russia's export value of potato flour, flakes, granules, and pellets declined for the second consecutive year. In 2021, exports totaled 3 413 thousand US dollars, down by 63.4% from the previous year. Over the 2018-2021 period, exports decreased by 49.2%, equating to an annualized rate of -20.2%. The highest value was recorded in 2019 at 10 240 thousand US dollars, which also experienced the largest annual increase of 52.3%.

During 2018-2021, Belarus, Chile, and Uruguay were key buyers of Russian potato flour, flakes, granules, and pellets in value terms, with shares of 16.9%, 14.2%, and 9.9%, respectively.
