From 2018 to 2019, the wheat gluten market volume in Sri Lanka remained stable at around 560 t. This period saw underlying shifts in wheat flour consumption, driven by changing lifestyles and tourism growth, which supported demand for milling industry products. At the end of 2019, the government reduced the tax on imported wheat flour to 8 Sri Lankan rupees per kg and abolished the import permit system, opening the market to more competitive pricing and influencing supply conditions for related products like gluten.

The market expanded sharply in 2020, with volume rising 35% to 756 t. Over the next three years, consumption steadily declined, returning to 502 t by 2023. Production and imports fluctuated during this phase, with a notable contraction in import volumes in 2023.

In 2024, new food regulations mandating an 80% extraction rate for wheat flour took effect, and import duties on flour were increased. The government also classified wheat flour as a 'specified good', enabling direct price and distribution controls. These regulatory changes, alongside reported global supply chain disruptions, coincided with a surge in wheat gluten imports to 352 t, reflecting market adaptation to the new environment.

After two years of decline, Sri Lanka's wheat gluten production rebounded. In 2020, the country produced 551.1 tons of wheat gluten, marking a 36.5% increase from the previous year. Production reached its lowest point in 2019 at 403.8 tons, which represented a 15.8% decline.
