The wheat starch market in Sri Lanka, which is almost entirely supplied by domestic production, showed considerable volatility from 2018 to 2023. Market volume began at 4.8 thousand tons in 2018, then dropped by 16% to 4.0 thousand tons in 2019 before jumping 37% to a peak of 5.5 thousand tons in 2020.

After the 2020 high, the market entered a downturn, declining to 5.2 thousand tons in 2021 and then falling sharply by 25% to 3.9 thousand tons in 2022. This was followed by a partial recovery in 2023, with volume rising to 4.2 thousand tons, which remained below the 2018 starting point.

Overall, the market experienced wide swings, with the lowest volume in 2022 and the highest in 2020, reflecting significant year-to-year changes in production levels over the six-year period.

Sri Lanka's wheat starch production rebounded after two years of decline. In 2019, production hit its lowest point at 4 043 tonnes, marking a 15.8% decrease from the previous year. However, by 2020, output had recovered significantly to 5 517 tonnes, representing a 36.5% increase compared to 2019. Over the entire 2017-2020 period, production grew by 12.7%, with an average annual growth rate of 4.1%.

Import volumes showed considerable volatility during this period. The lowest point came in 2019 with just 6 789 kg, following a sharp 72.0% decline in 2018. However, imports surged in 2020 to 12 417 kg, representing an 82.9% increase from the previous year. The peak volume occurred in 2017, creating a 6.6-fold difference between the highest and lowest years.

From 2017 to 2020, India, Argentina, and Germany consistently led Sri Lanka's wheat starch imports by volume. India accounted for 49.4% of imports, Argentina for 12.6%, and Germany for 11.8%. Together, these three countries represented 73.9% of total import volumes.

Import values exhibited significant fluctuations throughout the period. The lowest point was recorded in 2019 at $12 324, following an 11.6% decline in 2018. However, 2020 saw a dramatic recovery with imports reaching $34 731, representing a 181.8% increase from the previous year. This created a 2.8-fold difference between the highest and lowest years.

From 2017 to 2020, Germany, Argentina, and India consistently dominated Sri Lanka's wheat starch imports by value. Germany accounted for 50.7% of import value, Argentina for 14.3%, and India for 11.7%. Collectively, these three countries represented 76.8% of total import expenditure.
