The European wheat gluten market volume declined from 635 тыс. т in 2018 to 551 тыс. т in 2020. The drop in 2020 was partly due to COVID-19 pandemic disruptions, which affected production and distribution across supply chains. During this period, consumer preference for plant-based proteins and clean-label products provided a underlying base of demand, but logistical constraints limited market availability.

A sharp contraction to 330 тыс. т occurred in 2021, followed by a recovery to 394 тыс. т in 2022 and stabilization in 2023. The rebound in 2022 was driven by sustained consumer shift toward plant-based and sustainable protein sources, which boosted demand for wheat gluten as a key ingredient. Market stability in 2023 coincided with the launch of new vital wheat gluten-based products and expansions in production capacity across Europe.

Regulatory updates on labeling and food safety, alongside the entry of new players in vegan and gluten-free segments, shaped the market environment throughout the period. European producers also faced competitive pressure from capacity expansions in other regions, such as the United States, influencing trade flows.

Europe produced 755.2 thousand tons of wheat gluten in 2020, marking a year-over-year decrease of 5.3%. Looking at the period from 2017 to 2020, production fell by 8.8%, with an average annual decline of 3.0%. The lowest production level was recorded in 2018 at 747.7 thousand tons, which also saw the largest drop of 9.7%. In contrast, 2019 experienced the biggest increase at 6.7%.

Europe's wheat gluten production value continued to decline for the third year in a row. In 2020, output was valued at 1 187 million US dollars, representing a 17.1% decrease compared to the previous year. From 2017 to 2020, production value dropped by 26.2%, translating to an average annual decline of 9.6%.

Exports wheat gluten from Europe

Europe's wheat gluten export volume increased for the second consecutive year. In 2020, exports reached 615.3 thousand tons, showing a modest 9.9% rise from the year before. Over the 2017-2020 period, exports grew by 16.4%, with an average annual growth rate of 5.2%. The lowest export volume was in 2018 at 517.6 thousand tons, which also saw a slight decline of 2.1%.

From 2017 to 2020, Europe's wheat gluten exports in kind were not highly concentrated. The top three destinations—Norway with 19.1% of exports, the United States with 15.9%, and Mexico with 2.1%—together accounted for only 37.1% of total export flows.

Europe's wheat gluten export value declined for the second year in a row. In 2020, exports stood at 967 million US dollars, reflecting a modest 3.7% decrease compared to the previous year. Between 2017 and 2020, export value fell by 5.9%, with an average annual decline of 2.0%. The highest value was recorded in 2018 at 1 101 million US dollars, which saw the largest increase of 7.1%. In contrast, 2019 experienced the biggest drop of 8.7%.

From 2017 to 2020, the largest buyers of wheat gluten from Europe in value terms were Norway with 18.8% of exports, the United States with 17.3%, and Mexico with 2.0%. However, their combined share was limited to 38.0% of total export value, indicating a diversified country structure.
