The Gabonese wheat bran and residues market was shaped by regulatory and policy initiatives from the outset. In 2018, the Agence Gabonaise de Sécurité Alimentaire (AGASA) played a key role in controlling and regulating food products, including wheat residues, to ensure food safety. Concurrently, the government's PSGE program emphasized agricultural development as a main vector for economic diversification, indirectly impacting the market. A hypothesis of a 20% reduction in wheat imports that year could have increased demand for local bran. However, the market volume decreased to 15.8 thousand tons in 2019 as AGASA continued its sanitary control missions. This surge was driven by the signing of a memorandum with the FAO to improve post-harvest management and commercialization, enhancing data collection and market outlets for agricultural products. Additionally, a prospecting mission for foreign investors, such as TOYA HOLDING, aimed at identifying agricultural subsectors for development, likely stimulated production and processing of wheat residues.

Despite ongoing government efforts to promote food self-sufficiency and local consumption under the G.R.A.I.N.E program, which included building provincial markets to facilitate product commercialization, the market volume fell to 16.4 thousand tons in 2022. In 2023, volume contracted further to 8.7 thousand tons, primarily due to a substantial increase in exports, which rose to 14.9 thousand tons, while production remained relatively stable at 23.6 thousand tons.
