The decline was interrupted by a temporary recovery in 2020, when market volume rose to 1 220 thousand tons, before resuming its downward trajectory.

Domestic production fell from 1 394 thousand tons in 2018 to 1 239 thousand tons in 2023, contributing to the smaller market. Exports fluctuated but overall grew from 182 thousand tons to 212 thousand tons over the same period, while imports remained relatively low, peaking at 40 thousand tons in 2019 before dropping to 12 thousand tons by 2023.

After the brief increase in 2020, market size contracted each year from 2021 to 2023, with the steepest drop occurring in 2021 when it fell by 88 thousand tons to 1 132 thousand tons.

From 2017 to 2020, Thailand, Cambodia, and the Philippines were the top destinations for Vietnam's exports of wheat and meslin flour and cereals by volume. Thailand accounted for 32.5% of exports, Cambodia for 22.1%, and the Philippines for 16.7%. Together, these three countries made up 71.3% of total export flows.
