Between 2018 and 2020, the wheat and meslin flour and cereals market in Uzbekistan grew, with volume reaching 4.5 million tons. This expansion was fueled by the active development of the domestic milling industry, which increased production capacity and reduced flour imports from Kazakhstan. The abolition of VAT on grain imports in 2020 made raw materials more affordable for local processors, accelerating the shift from importing finished flour to importing wheat for domestic processing.
From 2021, market volume gradually declined as Uzbekistan strengthened its export orientation. A surge in wheat imports, mainly from Kazakhstan, supplied growing milling facilities, while flour exports rose sharply, primarily to Afghanistan. Government subsidies for transportation costs supported this trend. By 2023, flour exports reached 1.3 million tons, with about 80% produced from Kazakh wheat, reflecting a re-export strategy that continued into 2024 with further investment in processing capacity.
