The market for wheat and meslin flour and cereals in Iraq remained around 3.8 million tons from 2018 to 2020, despite climatic pressures. In 2018, a severe shortage of irrigation water reduced the wheat harvest, increasing reliance on imports to maintain supply. By 2019, a gradual recovery in agricultural output and a government wheat purchase program boosted domestic flour production to 2.3 million tons, offsetting lower imports. The following year, a record wheat crop created a surplus that authorities channeled to the domestic market through private mills, sustaining the market volume at 3.8 million tons.

Market volume grew to 3.9 million tons in 2021, partly supported by the state food card program which covered 60% of consumers and bolstered demand. This trend reversed sharply in 2022 when drought curtailed wheat production, and the Russia‑Ukraine war increased global wheat prices and import costs, causing the market to contract to 3.2 million tons.

A rebound in wheat production in 2023 lifted flour output to 2.8 million tons and raised the market volume to 4.0 million tons. The launch of the 'Agrodive' National Food Industry Complex contributed additional volumes of semolina and flour through a network of 250 sales points. In 2024, a new wheat surplus emerged, directed to private mills for processing, albeit with substantial government financial outlays.
