Between 2018 and 2023, Guinea's market for wheat and meslin flour and cereals saw fluctuating volumes, starting at 174.5 thousand tonnes and reaching 197.4 thousand tonnes by the end of the period. The initial increase in 2019 coincided with the launch of the AgriFARM project, a multi-year initiative to strengthen family farming resilience and improve cereal commercialization in targeted prefectures.
From 2020 onward, state measures to subsidize basic foodstuffs, including wheat flour, helped stabilize consumer prices and were renewed annually. The establishment of the Agricultural Development Fund (FODA) provided technical and financial support to local agricultural promoters. In 2022, the government introduced a price benchmark system (mercuriale) to enhance market regulation, while FODA secured additional funding through an IMF rapid credit facility aimed at the agricultural sector.
A significant market expansion occurred in 2023, with volume jumping 20.5% to 197.4 thousand tonnes. This surge was supported by the renewal of subsidy protocols, a 9% decline in rice imports that likely boosted demand for wheat flour as a substitute, and ongoing efforts to structure agricultural domains through identification panels. The first General States of Agriculture and Livestock also convened to address sector-wide challenges, reinforcing the cereal value chain.
