From 2018 to 2023, the market volume for unroasted, not decaffeinated coffee in Angola declined from 12.5 thousand tonnes to 5.4 thousand tonnes. The initial stability in production around 13 thousand tonnes was underpinned by the INCA 2018-2022 plan to develop 10 thousand new hectares for coffee cultivation and financing agreements between FADA, INCA, and FDCA that provided agricultural credit to smallholders.

Production began to contract from 2020, with a sharp drop in 2022 following the parliamentary approval of the new Plant Health Law, which imposed stringent traceability and phytosanitary control requirements, likely disrupting output. The market rebounded in 2023 after a Memorandum of Understanding established specific credit lines for processing and raw material purchase, coupled with the distribution of 8 million seedlings, which helped increase production by 19.7% to 6.2 thousand tonnes.

By 2024, Angola ratified the International Coffee Agreement 2022, aligning with EU traceability demands, while the launch of the premium Amboim brand and the 'Feito em Angola' public procurement initiative aimed to strengthen export competitiveness and stimulate domestic demand for locally produced coffee.
