Earlier Report Observations

In 2018 and 2019, the market for not roasted and not cooked groundnuts in Angola remained stable at around 212 thousand tons. This stagnation was influenced by limited availability of cultivated agricultural land, low productivity due to technical constraints among small farmers, and the lingering effects of the prolonged civil war, which delayed agricultural modernization.

The market expanded to 224.1 thousand tons in 2020 following the approval of the National Development Plan (PDN) 2018-2022, which included policies to boost agricultural production, diversify exports, and promote import substitution. Growth continued in 2021, with the market reaching 226.3 thousand tons, supported by broader economic recovery incentives and the announcement of the 'Planagrão' program aimed at developing oilseed crops from 2027 onward.

Further growth occurred in 2022 and 2023, with the market volume rising to 229.3 thousand tons and then 233.7 thousand tons. This was driven by the concrete implementation of the PLANAGRÃO program through Presidential Decree No. 200/22, which explicitly listed groundnuts among the crops to be promoted, and by improved road infrastructure facilitating market access. In 2023, additional measures such as the setting of a reference price for groundnuts at 600 000 kwanzas per ton and the ban on imports of chicken parts from August encouraged domestic production and consumption.
