The market for unmanufactured tobacco in the ECOWAS region showed significant volatility from 2018 to 2023. Market volume rose sharply from 53 868 t in 2018 to 66 548 t in 2019, then declined over the next two years to 55 708 t in 2021. A strong rebound occurred in 2022, pushing the market to a peak of 71 016 t, before it fell again to 58 025 t in 2023.

Domestic production remained relatively stable throughout the period, hovering between 23 900 t and 25 400 t annually. The wide swings in total market size were largely attributable to fluctuating import volumes, which varied from 31 886 t in 2018 to a high of 49 115 t in 2022. Export volumes were comparatively small and diminished significantly after 2022.

In 2019, ECOWAS saw a 3.3% increase in unmanufactured tobacco and refuse production, but this was followed by a 5.5% decline in 2020, bringing output to 23 968 tons. Over the period from 2017 to 2020, production fell by 6.8%, averaging an annual decrease of 2.3%.

ECOWAS experienced its third consecutive year of declining production value for unmanufactured tobacco and refuse. In 2020, the output was valued at 181.2 million US dollars, marking a significant 24.0% drop from the previous year. From 2017 to 2020, production value decreased by 29.7%, with an average annual decline of 11.1%.

Exports unmanufactured tobacco and refuse from ECOWAS

ECOWAS recorded its third straight year of declining export volumes for unmanufactured tobacco and refuse. In 2020, exports totaled 1 950 tons, reflecting a substantial 17.3% decrease compared to 2019. Between 2017 and 2020, export volumes fell by 33.3%, averaging an annual reduction of 12.6%.

From 2017 to 2020, the top buyers of unmanufactured tobacco and refuse from ECOWAS by volume were Congo (27.7% of exports), Chad (22.1%), and the Central African Republic (16.4%). Together, these three countries accounted for 66.2% of total export volumes.

ECOWAS saw its third consecutive year of declining export value for unmanufactured tobacco and refuse. In 2020, exports were valued at 14.7 million US dollars, showing a sharp 33.5% drop from 2019. Over the 2017-2020 period, export value decreased by 49.7%, with an average annual decline of 20.5%.

From 2017 to 2020, the largest buyers of unmanufactured tobacco and refuse from ECOWAS by value were Congo (44.2% of exports), Chad (27.8%), and the Central African Republic (14.8%). Combined, these three countries represented 86.8% of total export value.

The lowest import volume was recorded in 2018 at 31 886 tons, while the peak occurred in 2019 with 43 548 tons. The largest decline was in 2018 at 16.2%, and the largest increase was in 2019 at 36.6%.

The highest import value was recorded in 2019 at 286.3 million US dollars, with the largest increase that year at 10.9%. Over the 2017-2020 period, imports increased by 4.6%, averaging an annual growth rate of 1.5%.
