Earlier Report Observations

From 2018, Hungary's market for unfit-for-human-consumption meat flours and greaves operated under the established EU Regulation 1069/2009 and national decrees like 45/2012 (V.8.) VM, which set health rules for animal by-products. Licensed operators such as Biofilter Zrt. and Greenpro Zrt. handled collection and disposal. Market volume in physical terms grew from 87 085 t in 2018 to 121 830 t in 2019. The COVID-19 pandemic in 2020 disrupted logistics and supply chains, contributing to a slight decrease to 117 269 t.

After 2020, market volume entered a downward trend, falling to 82 283 t in 2021. In 2022, regulatory attention shifted as the National Food Chain Safety Office emphasized the collection and recycling of expired food and animal by-products. A deregulatory amendment, Decree 174/2023, simplified certain health requirements for animal by-products not intended for human consumption. Despite these developments, which focused on sustainability and process efficiency, market volume continued to decline to 74 579 t in 2022.

The contraction accelerated in 2023, with market volume dropping to 49 477 t. A partial recovery followed in 2024, bringing volume to 57 748 t.
