The market for tobacco cigars, cheroots and cigarillos in Portugal expanded from 16.6 million US dollars in 2018 to 19.6 million in 2019, driven by consumers returning to manufactured tobacco products after tax increases made rolling tobacco less economical. Health warning images introduced earlier had limited effect on curbing consumption. In 2019, environmental legislation classified cigar butts as urban waste, banning public disposal. However, the market contracted to 16.0 million in 2020.

Import values fell from 22.8 million in 2019 to 14.9 million in 2021, then recovered to 21.8 million by 2025, while exports declined before rising after 2022. Moderate tobacco price rises were insufficient to significantly reduce demand. By 2022, new tobacco product introductions required prior authorization, and Imperial Brands Portugal, a global leader in cigars and cigarillos, invested in heated tobacco devices to support smoker transition.
