The Portuguese market for manufactured tobacco grew from 46.4 million dollars in 2018 to 86.3 million in 2020, a period marked by the implementation of Law No. 63/2017. This law updated smoke-free protections and transposed EU Directive 2014/40/EU, introducing mandatory authorization for new tobacco products from the Directorate-General for Economic Activities (DGAE), banning contributions from tobacco companies, and enforcing specific labeling rules with health warnings. Despite these measures aimed at reducing demand, market volume increased, driven primarily by rising imports.
Following the full enforcement of the smoking ban in enclosed public spaces in 2021, imports peaked at 129.7 million dollars that year before declining to 48.7 million in 2023. Regulatory pressure intensified with the transposition of EU Delegated Directive 2022/2100, which removed exemptions for heated tobacco products and required manufacturers to submit ingredient lists and emission levels. The subsequent Law 5/2024, published in January 2024, further tightened rules for heated tobacco, extended smoke-free protections, and maintained penalties for violations, influencing market composition particularly for newer product categories.
In 2024 and 2025, import values recovered to 62.2 million dollars and 79.1 million dollars respectively, while exports surged to 88.3 million and 114.7 million, indicating a significant shift in trade flows for manufactured tobacco.
