The volume of the uncoated testliner market in Croatia fluctuated between 2018 and 2024, starting at 86.3 thousand tons in 2018, dipping to a low of 80.3 thousand tons in 2020, then peaking at 93.6 thousand tons in 2021. After a decline to 88.2 thousand tons in 2022 and a further drop to 80.8 thousand tons in 2023, it partially recovered to 84.6 thousand tons in 2024. Over the same period, domestic production more than doubled from 70.4 thousand tons to 118.0 thousand tons, supported by a substantial rise in exports and a general reduction in imports.

Growth in sold production of testliner in 2023 indicated positive activity for Croatian manufacturers. This expansion continued into 2024, fueled by broader European and global trends including increasing demand for sustainable packaging materials and the growth of e-commerce, which contributed to the stabilization of the domestic market volume.

From 2017 to 2020, Serbia, Slovenia, and Italy formed the main cluster of markets for Croatia's testliner exports in volume terms. Serbia accounted for 26.9% of exports, Slovenia for 17.8%, and Italy for 16.1%. Together, these three countries represented 60.8% of total export flows.
