The market for tea in packings ≤3 kg in Vietnam fluctuated over the 2018-2023 period. After a decline to 236.5 thousand tons in 2019, market volume entered a phase of consistent expansion, reaching 281.8 thousand tons by 2023.

This growth was supported primarily by increasing domestic output, which rose from 236.6 thousand tons in 2019 to 282.2 thousand tons in 2023. While export shipments spiked temporarily in 2022, imports remained marginal throughout the period, indicating that the domestic industry supplied most of the market's needs.

The most pronounced annual increase occurred in 2023, when the market grew by 20 thousand tons, or 7.6%, reflecting accelerated production gains.

After declining for two consecutive years, Vietnam's production of tea in packings of 3 kg or less increased in 2020. That year, the country produced 243.1 thousand tons, marking a modest 2.7% rise from 2019. Over the entire 2017-2020 period, production fell by 6.7%, which translates to an average annual decrease of 2.3%. The lowest production level was recorded in 2019 at 236.6 thousand tons, when output dropped by 5.9%—the steepest decline observed during these years.

Export volumes showed significant volatility from 2017 to 2020. After reaching a peak in 2017, exports plummeted to their lowest point in 2018 at just 75 tons—a dramatic 99.1% decrease that year. However, they rebounded sharply in 2019 with a remarkable 783.0% surge. By 2020, exports had climbed to 723 tons, representing an 8.5% increase compared to 2019. Overall, exports varied by a factor of 115 between the high of 2017 and the low of 2018.

From 2017 to 2020, South Korea was the dominant destination for Vietnam's tea exports in packings of 3 kg or less, accounting for 57.1% of total export volume. China followed with 11.7%, and Asia, not elsewhere specified, contributed 4.1%. Together, these three markets represented 72.9% of Vietnam's total tea exports in kind during this period.

Export values experienced notable fluctuations between 2017 and 2020. After hitting a peak in 2017, they dropped to their lowest point in 2018 at 1 159 thousand US dollars—an 84.0% decline that year. From 2017 to 2020, Indonesia was the leading source of Vietnam's tea imports in packings of 3 kg or less, supplying 56.6% of total import volume. Asia, not elsewhere specified, contributed 11.5%, and Sri Lanka accounted for 10.2%. Together, these three sources made up 78.3% of Vietnam's tea imports in kind.

Import values displayed considerable instability from 2017 to 2020. After a low in 2017, they surged by 70.3% to reach a peak of 8 482 thousand US dollars in 2018. However, by 2020, import values had fallen to 5 476 thousand US dollars, reflecting a 21.5% year-over-year decline. Overall, import levels fluctuated by a factor of 1.7 between the 2018 high and the 2017 low.
