From 2018 to 2020, the CIS cottonseed oil-cake market experienced initial stability followed by a notable expansion. In 2018, Uzbekistan exempted cottonseed oil and cake from excise tax and permitted their free sale on commodity exchanges, liberalizing the market framework. Production held steady at 951 тыс. т in 2019 before climbing to 1 041 тыс. т in 2020, a rise supported by the continuous increase in oilseed processing capacity across Russia, which added 1-2 million tons of annual capacity in the fat-and-oil sector.

A sustained decline characterized the market from 2021 onward. Production decreased to 957 тыс. т in 2021, pressured by raw material shortages for key oilseeds in Russia that constrained overall processing output. The downturn deepened in 2022, with output falling to 840 тыс. т, a period that saw Uzbekistan mandate the exchange-based trading of cottonseed oil and cake starting December 1, 2022, altering established trade channels. By 2023, production contracted sharply to 612 тыс. т, coinciding with industry-wide profitability pressures from rising production costs, even as total meal and cake output in Russia grew.

After two years of decline, cottonseed oil-cake production in the CIS rebounded. In 2020, the CIS produced 1 041 K t of cottonseed oil-cake, marking a moderate increase of 9.5% compared to the previous year. The lowest production level was recorded in 2019 at 951 K t, while the largest decline occurred in 2018 with a drop of 9.2%.

Exports cottonseed oil-cake from CIS

The market experienced noticeable fluctuations during this period. Export volumes varied significantly, with the lowest point in 2018 at 34 672 t and the peak in 2019 at 76 008 t, representing a 2.2-fold difference. In 2020, the CIS exported 40 156 t of cottonseed oil-cake, showing a sharp decrease of 47.2% from the previous year. The largest increase was recorded in 2019 at 119.2%.

From 2017 to 2020, Iran, Turkey, and Afghanistan were the main destinations for cottonseed oil-cake exports from the CIS, collectively accounting for 64.8% of total exports in kind. Iran led with 47.8%, followed by Turkey at 15.9%, and Afghanistan at 1.0%.

Exports in value, K $ US

The market displayed volatility over the observed period. Export values showed a peak-to-trough amplitude of 2.1 times, with the lowest in 2018 at 5 829 K $ US and the highest in 2019 at 12 323 K $ US. In 2020, cottonseed oil-cake exports from the CIS amounted to 8 984 K $ US, down by 27.1% from the previous year. The largest decline occurred in 2018 at 42.4%, while the largest increase was in 2019 at 111.4%.

During 2017–2020, Iran, Turkey, and Afghanistan remained the primary buyers of cottonseed oil-cake from the CIS in value terms, together forming 60.7% of total exports. Iran accounted for 47.0%, Turkey for 12.2%, and Afghanistan for 1.5%.

Cottonseed oil-cake imports into the CIS increased for the third consecutive year. In 2020, imports totaled 28 976 t, up by 0.7% from the previous year. Between 2017 and 2020, imports grew by 16 600.4%, equivalent to an annualized rate of 450.7%.

From 2017 to 2020, Turkmenistan and Iran were the leading sources for cottonseed oil-cake imports into the CIS in kind. Turkmenistan accounted for 5.2% of total flows, while Iran contributed 1.4%.
