A sharp contraction occurred in 2021 when Kazakhstan, Russia, and Ukraine imposed export restrictions on sunflower oil, severely limiting supplies to Tajikistan and reducing the market volume to 94 thousand tons. These constraints persisted into 2022, keeping imports low even as domestic demand for vegetable oils grew.

Market conditions improved in 2023 as a 30% surge in oil production in Kazakhstan during the early months boosted import availability, helping the market volume recover to 131 thousand tons. This trend continued into 2024, with Kazakhstan increasing its sunflower oil exports by a further 31%, enhancing shipments to Tajikistan where local production remains insufficient to meet consumption needs.

Tajikistan's production of sunflower, safflower, or cottonseed oil and fractions has increased for the second year in a row. In 2019, production was at a lower level, but by 2020 it reached 41 600 tonnes, marking a sharp increase of 68.8% compared to the previous year. Looking at the period from 2017 to 2020, production grew by 81.6%, with an average annual growth rate of 22.0%. The lowest production was recorded in 2018 at 19 877 tonnes, which also saw the largest decline of 13.2% during this timeframe.

The largest decline occurred in 2019 with an 80.3% drop, while the largest increase was in 2018, surging by 713.0%.
